Built to be handed over
A regulator should end a programme with a system it owns, a team that can run it and no structural dependency on the supplier that built it. Everything below follows from that.

Staged delivery with working results
Each stage ends in a system a regulator can operate, not a document a regulator can read. A stage that delivers only specifications transfers all of the risk to the stage after it, which is where programmes of this kind usually fail.

The licence register first
The licence register is the foundation everything else depends on. Enforcement resolves against it, monitoring reconciles to it and player protection is scoped by it. It is built and stabilised first because no later subsystem is trustworthy without it.

Sovereign delivery
Source code, database schema, operational runbooks and infrastructure-as-code are handed to the client and held in escrow, so the client can operate, extend or re-tender the system without us. Sovereignty is a contractual and technical fact, not an assurance.

Open technology core
The technology core is open, with no licence fees and no cloud lock-in. The system can run in a facility the client selects, and the cost of the fifth year does not depend on a vendor's pricing decision in the fourth.

Skills transfer from the first sprint
Each subsystem has a named client counterpart from the first sprint, working alongside the delivery team rather than receiving a handover at the end. Knowledge transfer is measured by what the client team can operate unaided, not by training hours delivered.

Independence
We hold no gambling licence, no interest in any operator, and no revenue exposure to gambling turnover.
An enforcement register whose operator has a commercial interest in who appears on it is not credible. Independence is not a statement of intent here; it is the reason the output of the system can be relied on by a court, a bank or a provider that is asked to act on it.
